when i
ls -a .b*
i get
.bash_history .bash_logout .bashrc
but when :
pico .bashrc
its an empty file..
how can i recover it ?

May be file is empty. Can you see anything with the following command:

i did :
cat .bashrc
its empty
i used to see things inside there,,
i added some commands inside the file
and somehow it got empty ..
so i wanna recover it..

Though is answer is not up to the requirement just give a thought to this..
Are you sure recently it got removed?
if its recently removed(data) then you can use recovery tool suggested by Nix.. if long time back its content are deleted then chances are less..
i don't think it is having important data, as the above person suggested change the permissions after coping this file from /etc/skel
..
