Default Are you facing this issue in all runlevels?

try to edit /etc/inittab for these entries.. you can edit that file and you can get 12 terminals at most..

Hi

May be in /etc/inittab you will see lines as show below:

# Run gettys in standard runlevels
1:2345:respawn:/sbin/mingetty tty1
2:2345:respawn:/sbin/mingetty tty2
3:2345:respawn:/sbin/mingetty tty3
4:2345:respawn:/sbin/mingetty tty4
5:2345:respawn:/sbin/mingetty tty5
6:2345:respawn:/sbin/mingetty tty6

by increasing line you will get almost 12 terminals
example:
7:2345:respawn:/sbin/mingetty tty7
