Default How to recover the incremental backup?

If I´m using this backup schema:
How to backup MySQL databases, web server files to a FTP server automatically

Can I recover an incremental backup (Monday to Saturday) with a Windows client (such WinRAR)?

All delicate incremental operations like restore folder names and deleting files work when extracting with the Windows TAR client? Here says that the GNU tar version must be updated, and the windows version seems always a bit outdated.

You need to use latest GNU tar version; old version won't work.

Where is the last version? I can´t find Windows builds in the official web.

You need to download source code from GNU website and compile it yourself under Windows.

Argg, so if I move my entire site to another hosting which has an older GNU TAR version my incremental files *can* be unusable?

You need latest version or make a full backup and move to new server and restore the same using tar

I was thinking in a temporal server move. A daily full (or partial) backup would be a safer and quicker solution in the case the server doesn´t have the last tar version (the last 6 days are important for me).

As well I´ve read some strange stories about bugs in listed incremental gnu tar feature. So I prefer to backup daily only the files can change but without the inremental option.
