"Keygen" is just a task like "list files and move" or "find malware", so provided all requirements are satisfied, shell scripting probably can. Luckily you didn't ask for valid license keys though. That would reek of warez.

I agree it is better to get perl / python if you want to validate keys. Personally, I'm not fan of keys and software license with DRM attached.
