Default poweroff password

i have a new requirement in which when root
issues the commands reboot,poweroff, halt or
shutdown or init it should ask the root(even though he is
superuser) for password and only reboot the machine
when the root is on either tty1 or tty2 and will not
reboot remotely through any pseudo terminals
