You have file called /etc/nologin, remove the file and try to login. Since you can ping to your box,and ssh into sshd, your network is fine. If the file /etc/nologin exists, login (ssh) will allow access only to root. Other users will be shown the contents of this file and their logins will be refused. This error can also displayed if you are running in runlevel # 1
