Can linux fix hard drives?

Exclamation Can linux fix hard drives?

I couldn't come up with how to put the title into eXact words...but

I have many Windoze PCs that come in from time to time, and then I'll
reformat and then try to reinstall windoze, and it sometimes bombs in the
middle of the install or may install entirely, and then have repeated bluescreens and/or reboots..

ok...so I install Linux (lately Ubuntu), and it installs, runs without a hitch,
so I format and reinstall Windoze again, and the install and the OS performs
correctly??

Did LINUX find an error on the harddrive and repair the error during its Install?

If I have a Windoze OS on the hard drive with all its data, If I install
LINUX to the entire harddrive...and then format and install Windoze again,
did the LINUX install perform a simliar function as writing 1s and Zeroes to
the harddrive?? Is any Windoze files still recoverable after the Linux install?

Please advise..I have been hesitant about posting...seems like a dumb
couple of questions...but I've always wondered...

Because I can install LINUX in 20 minutes flat, but writing Ones and Zeros
to the hard drive takes much, much longer

Noop. Windows may have driver or some other problem.

#2 - Theoretically, one can recover the files as long as they are not overwritten multiple times. There are tools in linux which can recover deleted files from fat32, ntfs and ext3 file system.
