Default How to Get a List of Open Files?

I know I am asking this question at wrong place but I found people on
this forum quite helpful in past so here I go..

This question is related to windows 2000 server (I know it suck under
Linux we have nifty utilities like lsof and others; to find out list of
open files and their Owning Processes; but windows does not provide (as
far as I know) such command line utility.. my question is can I use lsof
under windows or any other such tool exist for windows

http://www.sysinternals.com/ has lots of freeware for you. See http://www.sysinternals.com/Utilities/Handle.html and other tools on this site. Btw it is better to use Linux then the Windows
