The System Administration Manager (SAM) is a tool that provides a menu-driven user interface for setup and administration of HP-UX.

User and group accounts
Backup and recovery
Auditing and security
And much more
HP UX create user account with SAM
a) First start SAM
b) Select Accounts for Users and Group
c) Click Action > Add
d) Now fill up form details such as login name, password and others to add a new user
e) click on Apply
That's it. You can do lots of other thing with SAM
