Command: free
Shows: swap 8385848

Command: df
Shows: 1028224 /dev/shm

Why isn't swap shown on /dev/shm?

I'm sorry but I don't get your question. 0% means shared memory is not all utilized by any program. If swap space is used it will be displayed back. See What is /dev/shm and its practical usage | nixCraft

/dev/shm is shared memory and it is used for passing the data between programs. If no program is using shared memory it will be zero.

Don't get confused between swap and shared memory concepts, both are different.
