can a centralized server on rhel5 be created such that clients log in on their systems on local accounts and their work be saved and controlled by root on server by each username.

Yes, it is possible.

Install NFS on central server to share home dir and profiles. You need to also install LDAP server or directory server for authentication.

Configure all Linux / UNIX client to authenticate via central RHEL server via LDAP.
