Default problem in connecting a user to mysql server

hi friends,
I am new to mysql server. I have installed mysql on RHEL5.0 in classA network. and i am able to connect to mysql as a localhost.

My requirement is :

i have created a user and i want that user to connect to myserver remotely.
Ex: My server IP is :10.0.0.254
Client IP is :10.0.0.1
Now i want to make the user(10.0.0.1) to connect to the server.(10.0.0.254)
Is it possible to do it from commandline?? or i need to use some application.
Please do tell me the configuration file and application that is required.

Yes, you can login from command promot and from app server such as PHP / Perl / Python / Java etc. Read this tutorial:
