Default MYSQL having a heavy load

My mySQL server has always seemed to have a high load on the server, but I wasn't sure what to do about it. Recently I decided to try and be proactive about it and try to fix it or at least reduce the load on the server.

I'm running: RHEL4, mySQL 4, PHP4, 4gb ram.

Any suggestions on where to start?

Here is my recent top:
Code:
