Default error in mounting iso file

hi
i want to mount my iso file that exist in /tmp to /mnt/cdrom
but when i type this command
mount -o loop file.iso /mnt/cdrom
this error occur
mount: no permission to look at /dev/loop#

the permission of /dev is
drwxrwxrwx 4 root root 2048 Aug 25 16:31 dev
and the permission of /dev/loop* is
brwxrwxrwx 1 root disk 7, 8 Aug 23 11:23 /dev/loop
brwxrwxrwx 1 root root 7, 8 Aug 24 20:47 /dev/loop0
brwxrwxrwx 1 root disk 7, 8 Aug 24 20:47 /dev/loop1
brwxrwxrwx 1 root disk 7, 8 Aug 24 20:47 /dev/loop2
brwxrwxrwx 1 root disk 7, 8 Aug 24 20:47 /dev/loop3
brwxrwxrwx 1 root disk 7, 8 Aug 24 20:47 /dev/loop4
brwxrwxrwx 1 root disk 7, 8 Aug 24 20:47 /dev/loop5
brwxrwxrwx 1 root disk 7, 8 Aug 24 20:47 /dev/loop6
brwxrwxrwx 1 root disk 7, 8 Aug 24 20:47 /dev/loop7

the version of kernel

what can i do?please somebody help me

Is is regular server or virtualized server using some sort of virtualization? Some virtualization software does restrict abilities to do a few things including mounting an iso images for security concern.

yes,that is virtualized server,so i cannot mount my iso file.
