hi,
Both the terms are userd interchangebly. Locking means suspending the accound for a certain period of time. i.e every password has certain time after which the password expires. Also called the life time of a password. Once the password expires the account is locked. Refer man chage command.

Coming to disabling the account: It means the System Adminstrator will disable the account(Note the password lifetime is not yet expired) forcefully because of some false practices done by a particular user.
