How to lock the root account? if password is wrong
how to lock the root account if password given wrongly for more than three times
And unlocking or resetting needs to happen after 30 minutes. Is it possible to do

Yes, it is possible but not recommended, see tutorial on locking user account and unlocking it again:
Linux Failed Login Control: Lock and Unlock User Accounts Using PAM I suggest lockdown root access all together via ssh and other services.
