Unhappy squid configuration issue

Hi All ,
I am using Cent OS 5.0 , Now i have installed and configure squid on it . Now the thing is i am having 3 Broadband connection configured on this system with 3 lan cards. Now i need to change the bandwidth automatically when any one is down ..so is it possible using squid ...so that user will no need to change the ip in there proxy ...Also is it possible to limit the users daily usage on user basis ..e.g 10 MB for each user..if it exceed more than this squid will deny it ...
I know its a kind a twist solution but can anyone please help me in this ...
