How to enable su login

How to enable su login
Can anyone guide me on how to enable su login for all the users.

su login is typically limited to root account. For example, su from regular user called tom can be done as follows..
Code:
pw user mod tom -G wheel See FreeBSD > Becoming super user (su) or enabling su access to user
