Internet DNS is supported on Windows 95, 98 etc. You can use BIND DNS to resolve all host names.

WINS - Windows Internet Naming Service (WINS) is Microsoft's implementation of NetBIOS Name Server (NBNS) on Windows, a name server and service for NetBIOS computer names. WINS is windows only thing and limited to windows only networking.

As of Windows 2000, WINS has been deprecated in favour of DNS as part of Active Directory server i.e. WINS is no longer used with Win 2003 server.
