Default -bash: /bin/ps: Cannot allocate memory

i getting this error message "-bash: /bin/ps: Cannot allocate memory"
when trying to run ps command i am running Centos 4,
when i am trying to log in server using su -, it doesn;t accpt passwd.
i tried to enter from single user mode for passwd reset and run the passwd command the again the same error message "-bash: /bin/ps: Cannot allocate memory"

Pl. help me.
